Though the practice is starting in California, it could quickly spread to other states if the program is successful. This is because, like in California, "Obamacare" is requiring expanded healthcare services and coverage to millions of Americans nationwide and as a result there is a shortage of qualified doctors in many of these areas to fill what would be an explosive need.
